مبادئ توجيهية لتوفير خدمات التغذية للحجاج النيجيريين

لموسم الحج 1441ه (2020م)

I)          COMPANY REQUIREMENTS:

Any Catering Company applying to provide pilgrims’ feeding shall:

a)     Be duly registered as a corporate entity by the Saudi Authorities and;

b)     Be duly registered with the Muassasah Establishment, Saudi Ministry of Hajj E-Track system and Saudi Chamber of Commerce;

c)     Be duly licensed to provide pilgrims’ feeding in the Kingdom;

d)     Must enter into partnership with a duly registered Nigerian caterer with experience in feeding Nigerian pilgrims.

e)      Have a standard kitchen with a permanent signboard affixed therein;

f)        Have representative/staff who should at all time respond to any enquiry that may be made by the Commission’s representatives in the course of inspection or other clarifications needed; and

g)      Have qualified caterers with all the necessary permits from the Saudi relevant authorities.

h)      Have a minimum share capital of Two Million Saudi Riyals (SR 2,000,000.00)

II)         KITCHEN REQUIREMENTS:

a)      Must be standard and well equipped with modern facilities;

b)      Must be duly licensed to operate by the relevant Saudi Authority (Baladiyya);

c)      Must be located in a suitable environment; and

d)      Must be in operation year round. 

III)        SERVICES REQUIREMENTS:

In addition to the above, applicants understand and shall undertake to provide the following services;

a)      Ensure the cleanliness of the environment at all times;

b)      Ensure timely delivery of the meals;

c)      Provision of customized coupons to pilgrims;

d)      Daily reconciliation of meals served; and

e)      Provide serving personnel and utilize the dining facilities in the pilgrims’ accommodation.

IV)       OTHER REQUIREMENTS

Applicants should submit the following along with their application form:

a)      Certified translated copies of all Arabic documents (Company license, kitchen/Restaurant licenses, registration documents, bank references, etc) in English language;

b)      Any other document(s) indicating ownership of the Kitchen/Restaurant provided;

c)      Soft copies of all information concerning Kitchen/Restaurant and their locations;

d)      Comprehensive Company’s profile;

All applicants shall bring along and present the following during the screening exercise:

e)      Original copies of all the supporting documents attached (for sighting).

f)        Letter of authorization or the Company’s I.D. card from the applicant company for representatives that are not owners/Directors of the company;

g)      Pictures of Kitchen/Restaurant showing the front view; equipments and other facilities in the kitchen.

Approved caterers will be required to submit legally binding contract agreements with their proposed Nigerian Partners before engagement.

* Applicants should further note that:

a)                  Only shortlisted applicants will be summoned for further clarification while NAHCON alone has the rights to summon or exclude any company whose form is improperly filled or incomplete.

b)                  Similarly, companies with issues during the previous years related to its integrity or performance, failure to fulfil contractual obligation with NAHCON or shortage in the performance of the services entrusted with them or with pending investigation matters before the authority of court, need not to apply.

1)     متطلبات الشركة:

يجب كل من أي شركة قدمت الطلبة تقديم خدمات تغذية للحجاج ما يلي:

أ)       أن تكون مسجلة أصولاً لدى السلطات السعودية.

ب)    أن تكون مسجلة أصولاً على بوابة المسار الإلكتروني لوزارة الحج ومؤسسة مطوفي حجاج الدول الأفريقية غير العربية بمكة المكرمة ومؤسسة الأهلية للادلاء بالمدينة المنورة.

ج)    أن تكون مرخصة لتقديم خدمة تغذية الحجاج بالمملكة.

د) يجب مشاركة مع شركة تمويين نيجيرية المسجلة والتى لها خبرة في تغذية حجاج نيجيرية.

ه)  أن تكون للشركة مطبخ قياسيًا مع وجود لافتة خارجية دائما لها؛

و)  أن تكون لها ممثل والموظفين متوفرين في جميع الأوقات للرد على أي استفسار قد يدلى به ممثلو مكتب شؤون الحج لدولة نيجيريا أثناء التفتيش أو توضيحات أخرى مطلوبة؛ و

ز)      ز) أن يكون لدى الشركة طباخين ونادلين متأهلين حاصلين على التصاريح اللازمة من السلطات السعودية المعنية

ح)     ح)    أن تكون لشركة الحد الأدنى من رأس مال قدره 2000,000.00 ريال سعودي اثنين مليون ريال سعودي،

2)     مواصفات المطبخ:

أ)    يجب أن يكون المعيار ومجهزة تجهيزًا جيدًا مع المرافق الحديثة؛

ب)  يجب أن يكون مرخصًا له بالعمل من قبل السلطات السعودية المعنية؛

ج)   يجب أن يكون موقعه في بيئة مناسبة؛ و

د)   يجب أن يكون في العملية على مدار ساعة؛

3)     الخدمات المطلوبة:

ينبغي أن يفهموا المتقدمين أنه بالإضافة إلى ما ورد أعلاه تعهدوا بتوفير الخدمات التالية:-

أ)      مرعاة محافظة على نظافة البيئة في جميع الأوقات؛

ب)     ضمان توصيل الوجبات في الوقت المناسب.

ج)     توفير كوبونات الطعام المخصصة للحجاج.

د)      المصالحة اليومية للوجبات المقدمة. و

ه)     توظيف نادل والاستفادة من مرافق الطعام المتوافر في سكن الحجاج.

4)     متطلبات أخرى:

يرفق جميع مقدمي الطلبات مع إستمارة الطلب ما يلي:

أ) ترجمة معتمدة بلغة الإنجليزية لجميع الوثائق العربية المقدمة (رخصة الشركة، ورخصة مطبخ أو مطعم ووثائق التسجيل والمراجع المصرفية، وما إلى ذلك).

ب)  يجب أن تكون لمتعهد تقديم الطعام القدرة المالية لإجراء هذا العقد ويلزم تقديم الضمان البنكي للمكتب مقدمًا قبل سداد أي رسوم.

ج)   تقديم أي وثائق ملزمة قانونيًا تفيد ملكية المطاعم أو المطابخ؛

د) نسخ الكترونية من جميع المعلومات المتعلقة بالمطاعم أو المطابخ ومواقعها؛ و

ه)   التفاصيل الشامل للشركة؛

يلزم جميع المتقدمين حضور الفرز مصاحبًا معهم الآتي:

و)      نسخ أصلية من جميع المستندات المرفقة (لتحري فقط)؛

ز)      خطاب التفويض أو هوية الشركة لممثلي فقط إذا لم يكن هو صاحب أو مدير الشركة المنوب عنها. و

ح)     صور المطابخ والمطاعم متظهر جهة الأمامية وأدوات مطبخية وأجهزة أخرى.

ط)     سيطالب من متعهدى التغذية تقديم العقود المعتمدة مع شركائهم النيجيريين قبل استلام خطاب التعيين.

ي)     سيتم طلب من شركات ناجحة تقديم عقد الاتفاق القانوني المغلف المعقد مع شركائهم المقترحين النيجيريينقبل الإرتباط.

* يرجى الإحاطة والعلم بأنه سيحظى بالاستدعاء الشركات المرشحة فقط لأخذ المزيد من التوضيحات والمعلومات عنها ، ولمكتب شؤون الحج وحده الحق في استدعاء أو استبعاد أي شركة يرى أن ملفها غير مكتمل.

وكذالك اى شركة توجد عليها ملاحظات أو شكاوى خلال السنوات السابقة تتعلق بأدائها وسمعتها وعدم ايفائها بالتزاماتها التعاقدية مع بعثة الحج وتقصيرها في أداء الخدمات المكلفة بها او لها قضايا التحقيق متعلقة من قبل سلطات المحكمة ان لا تتقدم بالطلب.
