The National Hajj Commission of Nigeria hereby informs all registered Travel Agencies interested in Hajj operations that arrangement for 2016 Hajj licensing and slot allocation has commenced.
2. CONDITIONS FOR APPLICATION:
i) The applicant must be a Travel Agency duly Registered with the Corporate Affairs Commission (CAC) with a minimum Share Capital of at least N30,000,000 (thirty million Naira), a standard corporate office, valid IATA and IATA accredited staff.
ii) The Applicant must have been previously licensed by the Commission and must have operated at least one Hajj season or two consecutive years of satisfactory Umrah operation from 2007 to date.
iii) The Applicant, its directors, shareholders, representatives or proxies must have no criminal cases or fraud related charges against him before any court in Nigeria or Saudi Arabia or indicted by any of the Nigerian or Saudi Arabian Hajj Agencies, Aviation Authorities or any other Government Regulatory Agency.
iv) The Applicant shall obtain an application form from the Commission’s Headquarters upon payment of a non-refundable application fee of N200,000 (two hundred thousand Naira), duly filled and returned before the expiration of the period indicated below.
v) The application must be accompanied by a refundable security deposit of N5,000,000 (five million Naira) as prescribed by Section 16 (5) of NAHCON Establishment Act 2006.
3. SUCCESSFUL APPLICANTS
Successful applicants shall be required (amongst others) to provide:
i) Licensing Fee of the sum of N500,000.00 for the 2016 Hajj operation.
ii) A performance bond as prescribed by Section 16 (5) of NAHCON (Establishment) Act, 2006, in a format to be provided by the Commission.
iii) Details of the proposed Hajj package and clientele itineraries.
iv) Evidence of booking for the airlift of the allocated pilgrims through international schedule Airlines.
4. ALL APPLICANTS ARE REQUIRED TO UPDATE THE FOLLOWING RECORDS WITH THE COMMISSION:
i) Certified true copy of FORMS CAC2 & CAC 7;
ii) Memorandum and Articles of Association;
iii) Certified True Copy of any changes to its Shareholders, Directors, Articles of Association or Office address;
iv) Evidence of Annual Return filed for the previous/current year;
v) Current audited Account;
vi) Current Tax Clearance;
vii) Evidence of VAT registration and remittances;
viii) Current Police report/Court Affidavit on the Company Directors
ix) Current Curriculum Vitae of the Company’s staff to be responsible for Hajj matters/administration.
5. MODE OF APPLICATION
Prospective Travel Agencies shall apply by submitting a written application addressed to:

6. SUBMISSION/CLOSING DATE
All applications along with the prescribed payments and relevant attachments shall be submitted NOT later than five weeks from the date of this publication
7. ALL APPLICANTS SHOULD NOTE THAT:
i) All applications shall be subjected to further scrutiny by the Commission and other relevant agencies where necessary.
ii) Allocation is subject to availability of slots
iii) All successful Travel Agencies must airlift their pilgrims through international scheduled Airlines operating into Madinah or Jeddah.
iv) Only Applications from non-indebted companies to the Commission either on Umrah or Hajj will be processed.
v) The application is not intended to create any form of contractual relationship or obligation on the part of the Commission; neither shall it be liable to any applicant for any loss incurred in connection with the application process.
