Dr. Rabi’u Abdullahi Kontagora

Secretary to the Commission

My name is Dr.Abudullahi Rabiu Kontagora.I was born on 3rd March, 1968 in Kontagora,Niger State of Nigeria.

I attended Rimaye Primary School, Kontagora from 1978 to 1983,Gov’t Secondary School Kontagora ,1984-1989,Federal College of Education Kontagora where I obtained  NCE, English/Government from 1990 to 1993,University of Abuja 1997-2002,2007-2011,2015-2019 for my Bsc in Political Science, Masters and PhD in International Relations respectively.

For my Islamic and Arabic knowledge, I attended Family local Islamiyya and Community Qur’anic Schools for Recitation/Memorization of Holy Quran, Madrasatu Hayatul Islamiyya, Kontagora, 1990-91 for Islamic and Arabic studies and SSCE Distinction in Arabic and Islamic Studies, 1992, and private lessons on Islamic and Arabic studies with learned Islamic Scholars in Kontagora.

My working experience started with teaching at College of Higher Islamic Studies, Gwagwalada, Abuja, where I taught Islamic and Arabic Subjects from 1993-1995.

I was later employed by FCT Pilgrims Welfare Board in 1995, where I was until 2016, when I was posted to FCT Security Services Department as Chief Admin Officer, Internal Security. I was later promoted to Assistant Director in 2018,

In the course of my service spanning twenty seven years with the FCTA,particularly FCTMPWB, I headed many operations, activities and Units including:, Secretary of Management Committee,2003-2007,Chairman, Makkah  Advance Team  Committee,2010-2016, Pilgrims Education and Orientation Unit 2011,Head 2011 Umrah Operation Team, Head, Pilgrims Education and Orientation Unit,2013-2014,Head, Visa Processing Unit, 2014-2016,Head, Research and Statistics and Library Unit,2016-2017,Chief Admin Officer, Dept. of SecurityServices,2016-2018,Asst Director,FCT Security Services,Secretary,NAHCON,2021.

I attended many local and international workshops on Hajj Operations, Administration and Corporate Governance.

I speak three languages proficiently: Hausa, English and Arabic

I am happily married with two wives and eight children.

Functions of the Division:

  • Keep the records and conduct the correspondence of the Commission.
  • Serve as the Secretary at all meetings of the Commission.
  • The Office coordinates the drafting of Hajj report.
  • Coordination of the inauguration of Operational Committees.
  • Perform such other duties as the Commission or the Chairman may from time to time direct.
Internal Audit Division

Abdul-Lateef Onimago

Head, Internal Audit Division

Functions of the division:

In charge of auditing financial activities of the commission.
Issues audit certificate to contractors upon satisfactory completion of job.

Procurement Division

Sanni Titilayo Ayodele
Head, Procurement Division

Sanni Titilayo was born in the early 60s. He attended First School Leaving Certificate from 1970 to 1976. Okemagba High School, Mojoda, Epe, Lagos State (WAEC) from 1976 to 1981 and Ijebu Ode Gramar School, (WAEC) from 1982 to 1983, Ogun State Polytechnic Abeokuta, Ogun State (Business Administration) from 1984 to 1986, Ogun State Polytechnic Abeokuta, Ogun State (Business Administration) from 1987 to 1989, National Youth Service Corp from 1989 to 1990 (Katsina state) Post Graduate Diploma in Business Administration, University of Abuja from 1999 to 2000, Masters in Business Administration, University of Abuja from 2006 to 2008.

He has various experience in various MDA’s. He worked at Federal Ministry of Youth & Sports, National Sports Commission, Federal Ministry of Works & Housing, Federal Ministry of Agriculture & Water Resources, Federal Ministry of Aviation, and Federal Ministry of Tourism, Culture & National Orientation before joining the NAHCON in 2011 as Special Assistant to Commissioner in Charge of Policy, Personnel, Management & Finance (PPMF). He is currently the Deputy Director (Procurement). He is an indegene of Odogbolu Local Government Area in Ogun State

Special Duties

 Bashir Jazuli

Deputy Director, Special Duties Division

The Special Duties Division (SDD) is headed by Bashir JAZULI. He was born in Kano on 22nd September, 1974. He attended Bayero University, Kano (BUK) and Ahmadu Bello University (ABU), Zaria for his Bsc Geography and Masters in Law Enforcement & Criminal Justice respectively. JAZULI joined the Public Service in October 1999 and rose through the ranks to become a Deputy Director. He has worked in other Strategic Government Establishments and has cognate experience in Public/Private Partnership, Project Financing, Security Management, Corporate Governance, etc. He has attended Management and Leadership Courses both within and outside the Country. He is married with children.

FUNCTIONS OF SDD

SDD is under the Office of the Chairman/CEO of the Commission and some of its responsibilities are as follows:

  • Acts as the Secretariat for the Coordination of the activities of Central Security Committee both Onshore and Offshore;
  • Initiating and implementing physical security procedures/policies at all NAHCON facilities;
  • Ensuring security and safety of pilgrims;
  • Overseeing the Anti-Fraud Unit (AFU); among others.
Legal Division

Usman Mamza Muhammed

Head, Legal Division

Usman Mamza Muhammed is from Aksira/Uba Local Government Area of Borno State. He obtained his LLB degree from the University of Maiduguri in 1990, BL from Nigerian Law School in 1992, Masters in International Affairs and Diplomacy in 2003.

Working experience

Mr Muhammed has wealth of experience in Civil Service as Legal Adviser spanning across several Federal Government of Nigeria (FGN) Ministries Departments and Agencies i.e Legal Adviser Federal Ministry of Special Duties and Inter-Governmental Affairs, National Food Reserve Agency (NFRA), Ministry of Defence, Federal Ministry of Finance, Federal Ministry of Water Resources, Federal Ministry of Agriculture, Federal Ministry of Justice, Federal Civil Service Commission, Member Presidential Advisory Committee on Elimination of Drug Abuse (PACEDA) and so on.

Represent the Commission in Courts,
Prepare Contract Agreements
Guidelines and Rules on Hajj and Umrah services,
Offer legal advice on matters affecting the Commission,
Attend meetings and serve as committee member act as member to Ministerial Tenders Board meeting, etc.
Perform offshore functions as in relates to Hajj and Umrah services

Hajj Saving Scheme (HSS) and Hajj Training Institute (HTI)

Dr Aliyu Tanko

Head, HSS & HTI

Dr. Aliyu Abubakar Tanko was born in the 60s. From Kaduna State, a highly self-motivated individual with several years of working experience with local and international organizations among youth and student bodies. He has an extensive knowledge on Hajj Education and Orientation. He has worked with Kaduna State Muslim Pilgrims Welfare Board. He obtain a PhD in management Studies with practical skills in Human resources Management in Usman Dan Fodio University Sokoto.  He is married and blessed with kids.

Public Affairs Division

Fatima Usara Sanda (Mrs)

Head – Public Affairs Division

Fatima Sanda Usara is a native of Kebbi State. She obtained B.A Hons in English Literature from University of Maiduguri. She proceeded to Kaduna State University (KASU) to obtain M.A in English Language. She is a seasoned journalist, a creative writer, poet, wife and mother. She enjoys writing.

Functions of the Division:

This Division is the link between NAHCON and the general public. Therefore its functions includes the following:

  • To project positive image of the Commission in line with public relations standard within civil service guidelines and international best practices;
  • To breach information gap between NAHCON and the general public in order that stakeholders as well as the public will be carried along;
  • To open a window for journalist to receive timely and first-hand, credible information as a working tool against speculations;
  • To promptly respond to/correct negative publicity on the Commission and its principal officers.
Protocol Division

Abba Bulama

Head, Protocol Division

He was born in 1965 in Geidam, Yobe State.

He attended Kafela Primary School from 1972 to 1979. Government Secondary School Askira from 1979 to 1984 and Federal Polytechnic Kaduna (Public Administration) from 1994 to 1996, Institute of Management Studies (Conf. Sec. IV Certificate) from 1988 to 1990. Ahmadu Bello University Postgraduate Diploma in Public Administration from 2006 to 2007. He was Clerical Officer Geidam local Government (1988-1991), Personal Assistant to the Chairman Geidam Local Government (1991-1992), Personal Assistant to the First Deputy Governor of Yobe  (1992-1994), Senior Protocol Officer, Yobe State Liaison Office, Kaduna (1994-1997), Principal Executive OfficerII, GL10 (Protocol Officer) Federal Ministry 2008-2011, Principal Executive Officer I, GL12( SA Presidential Matters office of the chief of Staff to the President)18/3/2011, Letter of Commendation from panel on the Review, Harmonization and Rationalization of Federal Parastatals, Institutions and Agencies (Ahmed Joda Panel) 28th April,2000, Assistant Secretary Committee on Hajj 2011 headed by His Eminence the Sultan of Sokoto, Protocol Officer Federal Government Delegation to the Hajj 2013 head by his Highness the Shehu of Borno, Protocol Officer Federal Government Delegation to the Hajj 2014 head by his Highness the Oba of Lagos,  Protocol Officer Federal Government Delegation to the Hajj 2015 head by his Highness the Emir of Kano, Ambassador of Peace, Member Nigeria Institute of Management, Graduate of the Nigeria Institute of Management.
